Luxury home remodeling in Naples, FL

Naples, known as the "Crown Jewel of Southwest Florida," is home to some of the most prestigious properties in the region. From exclusive beachfront estates along Gulf Shore Boulevard to elegant homes in golf course communities like Pelican Bay and Mediterra, Naples homeowners demand the highest standards in remodeling. We specialize in luxury renovations that match the sophistication and quality expected in Naples.

Who Issues Your Naples Remodeling Permit

A Naples mailing address doesn't tell you who issues the permit. It depends on whether the house sits inside the City of Naples limits or in unincorporated Collier County, and that decides which portal the application goes through and which flood rules apply.

Inside City of Naples Limits

Neighborhoods such as Old Naples, Aqualane Shores, Port Royal, Park Shore and The Moorings are inside the city. Permits go through the City of Naples Building Department at 295 Riverside Circle (239-213-5020), and applications are filed electronically through the City's public portal.

Unincorporated Collier County

Many homes with a Naples address, including Pelican Bay, are outside city limits. Those permits go through Collier County's Growth Management Community Development Department, based at 2800 North Horseshoe Drive (239-252-2400).

In both jurisdictions, work that alters or replaces plumbing, electrical, gas or mechanical systems needs a permit, and Collier County requires one for that work regardless of project cost. Cosmetic changes like paint, new cabinet doors on existing boxes, or new countertops with the sink left in place usually don't. Our guide to what triggers a kitchen remodel permit walks through where that line sits. It's written for Lee County, but the kinds of work that trigger a permit are much the same in Collier.

Flood Zones and the 50% Rule in Naples

If your home is in a FEMA Special Flood Hazard Area and its lowest floor is below the base flood elevation, the size of your remodel budget matters as much as the design. Here is how the substantial improvement rule, often called the 50% rule, works in Naples.

The Threshold

When the cost of an improvement equals or exceeds 50 percent of the market value of the structure (the building, not the land), the whole house has to be brought up to current flood standards. For a home below base flood elevation, that usually means elevating the structure.

No More Multi-Year Lookback

Naples used to add up improvements over a 5-year period. A 2025 state law, Senate Bill 180, now bars Florida local governments in the National Flood Insurance Program from counting improvements cumulatively over time, and the City has been updating its code to match. Work that is permitted together is still measured together, so confirm how your project will be counted with the City's floodplain staff before you plan it in phases.

How Collier County Sets the Value

In unincorporated Collier, the county starts from the improved value on the Collier County Property Appraiser's site, and staff can add 20 percent to approximate market value. If you think that number is low, you can submit an appraisal from a Florida-licensed appraiser. Every open permit on the property has to be included in the county's 50% cost estimate worksheet.

Check Your Flood Zone First

Collier County's DFIRM viewer shows FEMA flood zones by address, and its Flood Information Hotline is (239) 252-2942. Inside the city, the City of Naples Floodplain Coordinator (239-213-5008) enforces the floodplain ordinance.

Ask for the 50 percent calculation before you sign a remodeling contract, not after the permit application is in. For how the rule interacts with wind-load and window requirements, see our Florida Building Code guide for remodels, or read FEMA's definition of substantial improvement.

What a Kitchen Remodel Costs in Naples

These are the 2026 ranges from our Naples kitchen remodel cost breakdown. They're full project costs, including labor, materials, permits and finishes, for typical Naples kitchens between 150 and 350 square feet.

$25,000 to $40,000

Cosmetic refresh: new countertops, refaced or repainted cabinets, new appliances, lighting and paint. Layout and plumbing stay put.

$40,000 to $75,000

Mid-market full remodel: new cabinets, quartz counters, appliances, lighting and flooring, with minor plumbing or electrical changes.

$75,000 to $150,000

Full design-build with layout changes: moving plumbing, opening walls, custom cabinetry and premium appliances.

$150,000 and Up

Fully custom inset cabinetry, professional-grade appliances, structural changes and high-end finishes.

The biggest single swing is layout: opening a wall and rearranging plumbing typically adds $10,000 to $25,000 over a like-for-like layout. Special Considerations for Naples Remodels

HOA & Architectural Review

Most Naples gated communities, including Pelican Bay, Mediterra, Quail West and Port Royal, require Architectural Review Board approval for plumbing or electrical relocations. The approval usually doesn't cost anything, but it adds 4 to 8 weeks. Submit to the ARB at the same time as the permit application so the two reviews run in parallel, and check your association's rules on work hours and contractor access before the schedule is set.

Seasonal Scheduling

Many Naples homeowners are seasonal residents, and we work around your schedule. Plan backward from your return date: custom cabinets routinely take 14 to 18 weeks, and cabinet, slab and appliance lead times in Naples run 2 to 4 weeks longer than national averages because materials ship in. Finishing selections and placing orders before you leave keeps the job from stalling while you're away.

Salt Air and Window Openings

Standard cabinet hinges rust within a couple of years near the Gulf, so stainless, marine-grade hardware is worth its roughly 5 to 10 percent upcharge. If a remodel changes a window opening, Florida Building Code wind-load requirements apply, and new impact glass for a kitchen window runs $1,500 to $4,000 per window. Keeping existing openings avoids that trigger.
